What the family residence permit is and who can apply

The family residence permit is a residence permit type created to protect family unity in Turkey. It can be granted to the foreign spouse of a Turkish citizen, to a minor foreign child and to a dependent foreign child. The foreign national who applies is called the applicant, and the spouse living in Turkey is called the sponsor. The sponsor may be a Turkish citizen, but it may also be a foreign national holding a valid residence permit; this page covers the foreign spouse of a Turkish citizen.

The permit is personal and rests on the marriage bond. It is therefore granted on the understanding that the marriage is genuine and that the family unit actually exists. When the migration authority reviews the file, it also examines whether the marriage was concluded only in order to obtain a residence permit. An interview, an address check and a request for extra documents are ordinary parts of that review.

The application is filed from inside Turkey. The core conditions are a lawful entry into the country, an application filed within the visa or visa exemption period, and a valid passport. If the marriage took place abroad, the marriage certificate has to be made usable in Turkey, which means an apostille and a sworn translation.

The family residence permit also matters for related questions such as school enrolment for children. A separate file is prepared for minor children who move to Turkey with the spouse, and every family member receives an individual card.

The list below collects the documents most often requested in family residence permit applications. The provincial directorate of migration management may ask for additional documents depending on your file. The apostille rule for documents brought from abroad depends on the country. In countries party to the Hague Apostille Convention an apostille is affixed to the document; in other countries the document is certified by a Turkish consulate. Documents that are not in Turkish are translated by a sworn translator, and notarisation of the translation may be requested. If your documents come from Ukraine, Russia or Belarus, finish this stage before you travel, otherwise you may have to return to the country for a single certificate.

Step by step: from the e-İkamet appointment to card delivery

The process runs in five steps and the order cannot be changed: no file is accepted without an appointment, and no decision is issued without an accepted file.

  1. Application and appointment through e-İkamet

    You open the e-İkamet system, choose the first application option and select family residence permit as the permit type. Once the form is completed, the system produces the application document and the appointment details for the provincial directorate of migration management. Print the document and note the appointment date.

  2. Preparing the documents and completing the file

    Before the appointment day you collect the requested documents, translate and certify the foreign language records, arrange health insurance and complete the address registration. A single missing document can force the appointment to be rescheduled.

  3. Submitting the file and the interview

    On the appointed day and hour you go to the provincial directorate and hand in the file. The officer may interview the spouses together or separately to understand whether the marriage is genuine and whether the statements match. Questions may concern daily life, how you met and the shared address.

  4. Assessment and decision

    The directorate reviews the file, carries out an address check if needed, or asks for additional documents. If the decision is positive the residence permit is issued; if it is negative a reasoned refusal is served. The status of the application is visible in the tracking screen of the e-İkamet system.

  5. Card printing and delivery to the address

    The approved residence permit card is printed and sent to the address given in the application. Keep your application document until the card reaches you, and when it arrives check the name, surname and validity dates printed on it.

If your address, phone number or marital status changes, report it without delay. If you cannot be reached at your registered address, both the card delivery and the next renewal application are affected.

Duration, renewal and card fee

The family residence permit is not open ended. It is issued for a defined period and renewed before that period expires. The period granted can vary with the passport expiry date, the insurance period submitted and the circumstances of the file. Put the expiry date of your card in your calendar.

The renewal application is also filed through e-İkamet and asks for documents similar to the first application. Three points cause most renewal problems: insurance that does not cover the new period, an address registration that has not been updated, and an outdated income document. Refresh those three before you file.

A long uninterrupted stay outside Turkey can affect the status of your permit. If you are planning a long trip, the safest route is to ask the provincial directorate of migration management in advance what will happen to your permit after you return.

The right to work and the work permit

The family residence permit gives the right to live in Turkey legally. On its own it does not give the right to work. Paid employment requires a separate work permit; the application is usually filed by the employer and assessed by the Ministry of Labour and Social Security.

The residence permit and the work permit complement each other. Once a work permit is granted it can also serve in place of a residence permit. Before you start the work permit process, review the type and the dates of your current residence permit and make sure the two documents do not conflict.

Citizenship application after three years

Marrying a Turkish citizen does not by itself grant Turkish citizenship. Under Turkish Citizenship Law number 5901, foreign nationals who have been married to a Turkish citizen for at least three years and whose marriage continues may apply to acquire Turkish citizenship. Three years is the minimum period that creates the right to apply; the outcome is assessed separately.

The application is filed with the provincial directorates of civil registration and citizenship. The process covers document review, an interview and an administrative assessment. A citizenship decision is discretionary: meeting the conditions gives the right to apply, but it does not guarantee the result.

Conditions for citizenship through marriage

Having filed a citizenship application does not extend your residence permit by itself. Keep renewing the permit before it expires until the decision arrives.
