One of the most common questions from foreign spouses who marry a Turkish citizen is this: I hold a family residence permit, can I start working right away? The short answer is no. Employment of foreign nationals in Turkey requires a separate permit, and that permit runs independently of the residence permit. Does a family residence permit grant the right to work?

A family residence permit gives you the right to live legally in Turkey alongside your Turkish spouse. It governs residence, not employment. To work for wages at a workplace in Turkey you also need a work permit. The two documents run through different institutions: the residence permit through the provincial directorates of migration management, the work permit through the Ministry of Labour and Social Security.

A foreign national cannot obtain a work permit alone. As a rule the application is filed by an employer established in Turkey. In other words you first find a job, and then the employer opens the electronic application on your behalf. The order is the reverse of what most people expect: the job offer comes first, the permit second.

Once granted, a work permit also substitutes for a residence permit for as long as it is valid. You do not need to carry a separate residence document; however, if your family residence permit is still running, you must track the validity and conditions of both documents separately.

International labour legislation exempts certain groups of foreign nationals from part of the evaluation criteria. Such facilitations are also defined for foreign nationals who are married to a Turkish citizen and live together in family unity; in practice conditions such as a three year duration of marriage may apply. Applying for a work permit step by step

The sequence below reflects the typical path for a foreign spouse who lives in Turkey and has agreed terms with an employer. For applications filed from abroad, the first step opens at a Turkish diplomatic mission and the process continues from there.

  1. Settle the job offer and the contract
    A work permit is issued for a specific employer and a specific workplace. The job description, pay, working hours and workplace address must be stated clearly in the employment contract. If the employer changes, the permit does not transfer automatically and a new application is required.
  2. Check your residence status
    To apply from inside Turkey, the foreign national must hold a valid residence permit that has already been in force for a set period. If you do not meet that condition, the application starts at a Turkish diplomatic mission abroad.
  3. Prepare the documents
    Passport, residence permit document, marriage and civil registry records, diploma and, where applicable, a recognition certificate, a biometric photograph and a signed employment contract are typically requested. Documents in a foreign language need a sworn translation and, where required, an apostille or consular certification.
  4. Have the employer open the electronic application
    The application is filed through the electronic permit system that the employer reaches via e-Devlet. The employer must be registered in the system and use an electronic signature. The foreign national cannot complete this step personally.
  5. Pay the fees and wait for the assessment
    A work permit fee and a valuable paper charge are paid during the application. The amounts are updated every year, so confirm the current figure from an official source at the time you apply. Complete applications are concluded within the period set out in legislation; missing documents extend it.
  6. Collect the outcome and register for insurance
    If the decision is positive, a work permit document is issued. The employer is obliged to file the social security notifications from the date you start work. An extension application must be filed before the permit expires.

Some jobs in Turkey require your diploma to be recognised. Recognition and equivalence of higher education diplomas is handled by the Council of Higher Education. Recognition means determining the Turkish equivalent of your diploma and it is not granted automatically; in some cases a level determination examination or supplementary study is required.

In regulated professions such as healthcare, education, engineering and architecture, professional chamber membership, language proficiency or a separate practice licence may be required alongside diploma recognition. Certain professions, for example the bar and the notary profession, are tied by legislation to Turkish citizenship, and the work permit route is closed in those fields.

Because recognition can take a long time, opening your application before you start job interviews saves time. For jobs that do not require recognition, a sworn translation of your diploma and the employer's acceptance is often enough.

Foreign spouses of Turkish citizens most often work in tourism and hospitality, foreign trade and export, call centres and customer service, translation, language teaching, software development and office roles. For candidates who speak Russian, Ukrainian and English, exporting companies and tourism regions tend to open more doors.

To be realistic, the first job is rarely the dream job. Your options widen as your Turkish improves; language is the second decisive factor after qualifications. Some employers are not familiar with the work permit procedure and hesitate to open an application. Being able to explain the process yourself, and knowing who prepares which document, improves your chances of being hired.

Do not trust the precise salary figures and job search timelines that circulate online. The picture changes completely depending on sector, city, language level and experience. Following current job listings and sector associations is more reliable than judging by a single example from an acquaintance.

Once you start working at a workplace under a work permit, you are an insured person in Turkey. The employer is obliged to file the employment entry declaration, prepare the contribution documents and pay the contributions. Insurance forms the basis for access to health services and for your pension record.

Income tax and stamp duty withheld from your salary are calculated by the employer and paid to the relevant authority. If you set up your own business or work independently, the obligations change: an independent work permit and a separate tax registration then come into play.

Check your payslip, your insurance start date and your number of contribution days regularly. After three years: citizenship and freedom to work

Foreign nationals whose marriage to a Turkish citizen has continued uninterrupted for a set period and who live in family unity may, if they meet the conditions, apply for Turkish citizenship through marriage. The duration of marriage required on this route is three years; the application does not produce an automatic result, and the assessment of the authority is decisive.
